Nigeria Learning Passport Free Data: A Parent’s Access and Cost Checklist

Nigeria Learning Passport free data can reduce one barrier to online learning. However, parents still need to confirm the network offer, the activity their child will use and the costs around it. A free platform does not supply a charged device, a reliable connection or time on a shared phone.

This report explains the October 2026 announcement and provides three reusable CSV tools. Use them to check access, record actual spending and follow a week of participation. We checked the official entry route on 29 October 2026. We have not tested mobile billing, interviewed households or measured learning gains.

What the October announcement establishes

UNICEF’s Nigeria release is dated 22 October 2026, with a 21 October dateline. It describes an Airtel–UNICEF–government partnership and names Nigeria Learning Passport among the platforms receiving zero-rated access.

The release reports nearly 2,000 connected schools, about one million students reached and more than 20,000 teachers reached. That teacher group includes over 19,000 people trained in digital literacy. Separately, it reports more than 2.5 million registered students and nearly 100,000 registered teachers on Nigeria Learning Passport.

These totals describe scale. They do not establish whether your SIM receives a particular offer or whether your child can complete an activity. Adding the two student figures would count different populations as though they formed one total. Likewise, registration alone cannot show academic improvement.

How to check Nigeria Learning Passport free data

Begin at the Federal Ministry of Education’s official Nigeria Learning Passport page. Its Get Started link leads to nigeria.learningpassport.org. The destination loaded in our Chrome check and displayed its welcome page and sign-in controls. This verifies the entry route, rather than a mobile-network charging arrangement.

An earlier government report from 11 June 2026 attributes zero-rated use for Airtel subscribers to a UNICEF spokesperson. That provides network context. It does not establish an equivalent offer on every network or supply complete current operator terms.

Before depending on free data, ask your operator which SIMs, website addresses and activities the offer covers. Request its current conditions and record when you checked. Specifically, ask whether embedded video, downloaded files, sign-in redirects and outbound links fall within the offer. Leave each answer unverified until you receive a clear response.

We could not establish a complete current set of NLP-specific operator exclusions, caps or billing conditions. Therefore, this article cannot promise that every action will avoid data charges. Consult the operator’s current help information and seek clarification about the exact platform route. Avoid using an unexpected charge as proof that a child did something wrong.

Separate an account from usable access

A household may have an account while still facing access barriers. For example, the available phone may be needed for work during the planned session. An activity might also require a format the device cannot open. Identify the specific obstacle before assuming the platform or the learner has failed.

Review the platform’s current terms of use before creating an account. Ask a teacher which available activities fit the child’s current work. Our report does not assess curriculum alignment, recommend a particular course or replace that discussion.

Measurement stages from account access to usable activity, participation and a suitable learning assessment

Offline access also needs a specific answer. The ministry’s offline-learning explanation describes deployments using a local hub that stores content and connects nearby devices. A school or learning centre may need to facilitate that arrangement. The description does not prove that every lesson will work in airplane mode on a phone at home.

Ask the school whether it has an operational hub or another confirmed offline option. Then check which activities and devices it supports. Where digital access is impractical, discuss another suitable activity with the teacher. Our guide to everyday home activities offers general ideas for that conversation.

Record a week of real household costs

The cost worksheet leaves every amount blank for your household to enter. Across seven days, record data, charging, printing, travel and other relevant expenses in naira. Add each expense once. If you are unsure of an amount, keep it blank rather than treating the missing value as zero.

Weekly cost equals recorded data, charging, printing, travel and other expenses, with unknown costs left blank
Figure 4. A calculation method for household-entered amounts. No national cost estimate or fictional naira price is included.

Keep cash spending distinct from an estimate of shared costs. For instance, allocating part of a household electricity bill requires an assumption; a paid charging receipt records an actual outlay. Label those entries clearly. A partial week with unknown expenses should remain a partial record, rather than a claim about the full cost of learning.

Track participation without claiming learning gains

Before each session, agree on a manageable activity. Count an attempted session when the household starts trying to access it. Record completion against that agreed task, using the same definition throughout the week. Note interruptions such as power, network availability or competing use of the device.

Completed sessions divided by attempted sessions times 100; percentage is undefined when there are no attempts
Figure 5. This participation measure describes completed attempts. It does not estimate an academic benefit.

Only calculate a completion percentage when attempts exceed zero. A week with no attempts has an undefined percentage, rather than a zero completion rate. Completed sessions must not exceed attempts under this definition. Review interruptions with the child and teacher to identify practical adjustments, without turning the record into a judgement of effort.

Smart Parenting reviewed the linked official sources on 29 October 2026. We retained the reach figures’ original qualifiers and kept registrations separate from school-partnership counts. We calculated no combined beneficiary total, impact estimate or household price. Figures 2–5 are labelled editorial frameworks.

The research includes no operator billing experiment, household sample, accessibility audit or independent curriculum assessment. Platform availability and network conditions can change.
